Gary De Lacy served the students of Iowa for 39 years, the last 23 as a school administrator. His career began at Clinton High School as a math instructor and coach in 1985. De Lacy’s career transitioned into educational administration in 2001 as he served the Camanche School district as a middle school principal for three years and high school principal for six years. In 2010, Gary was selected as the superintendent of the Danville Community School District in southeast Iowa. Gary’s career came full circle in 2017 when he returned to Clinton to serve as superintendent.

Gary has been recognized by several state organizations for his impact on students and staff. In 2006, he received the School Administrator’s District Fine Arts Administrator of the Year Award. He was nominated twice for SAI’s Superintendent of the Year and was a finalist in 2024. Gary was also selected for the 2024 Iowa School Educator’s TEAM (Together, Educators and Administrators Make it Happen Award).

Gary earned his bachelor’s degree in Math Education from the University of Wisconsin-La Crosse in 1984, his Masters in Education Administration from Western Illinois University in 1996 and his Education Specialist in Administration from Western Illinois University in 2005

Robert De Lacy is a native of La Crescent, Minnesota.  He holds a Bachelor of Science degree in Microbiology from the University of Wisconsin – La Crosse. Upon graduation, he was commissioned as a Second Lieutenant in the U.S Army Ordnance Corps.   He served 25-years in the U.S. Army in variety of operational assignments culminating as Commander, 189th Combat Sustainment Support Battalion, 82nd Sustainment Brigade, Fort Bragg, North Carolina. His operational assignments included Operations Desert Shield and Desert Storm; Operation (1990-1991); Restore Hope -Somalia (1993); Operation Enduring Freedom – Philippines (2005-2006); and Operation New Dawn – Iraq (2011). He is a graduate of Command and General Staff College, the Joint Combined Warfare and School, the U.S. Army Airborne Course, the U.S. Army Advanced Airborne Course, the U.S. Army Air Assault Course and the U.S. Army Ranger Course.  After retirement in 2014, he accepted an assignment as a Department of the Army Civilian with Headquarters First Army located at Rock Island Arsenal, Rock Island, Illinois and currently serves as the Deputy Director of Logistics. He currently resides in Bettendorf, Iowa with his wife Hye-Kyong and their two sons Lance and Logan.

Pamela De Lacy

Pamela De Lacy received her Bachelor of Science degree in Biology from the University of Wisconsin-La Crosse in 1985.  She began her career at the University of North Carolina in the Department of Alcohol Studies.  Pam later transitioned into the pharmaceutical field as a research scientist with Glaxo in 1988.  She then moved into the biotechnology field with Peprotech in 1995, which also required moving to New Jersey. In 2006 Pam founded Shenandoah Biotechnology, her own laboratory. 

Shenandoah Biotechnology is a leading manufacturer of cytokines and recombinant proteins, specifically for the cell and gene therapy markets.  After taking Shenandoah into the GMP market, Pam sold her business to FujiFilm in 2022 and retired to Mebane, North Carolina. 

Pam is first and foremost an animal lover, having spent decades rescuing animals and fostering cats for 20+ years. She enjoys caring for her various pets, which currently includes cats, horses, and her dog, Soha.    

Thomas De Lacy is a native of La Crescent, Minnesota.  He earned his Bachelor of Science – Geography degree from the University of Wisconsin – La Crosse in 1989. After over two years of working in a municipal setting Tom began working for Independent Inspections, an independent contractor that partnered with municipalities for zoning and construction expertise.  Throughout his 24 years working for IIL Tom grew the company and expanded into three states – Wisconsin, Illinois, and Florida, performer before selling his ownership interest and retiring in 2015.   Tom resides in Waterford, Wisconsin.

I grew up in the small southeastern Minnesota town of Caledonia with lots of sports background. During my schooling years and between sports I worked at a number of part time jobs including working at some of the local farms. I enjoyed working with all the different farm animals from cattle, horses, mules, dogs and many cats. After High School I attended the University of Wisconsin La Crosse for Education and Business. After College I worked in the wholesale meat industry for 16 years working with major food distributors in the US. After that I changed careers and have been in the Financial Planning industry for 28 years and counting.

Throughout my whole life I have been involved with many volunteer organizations from Church Councils, District 300 Scholarship Foundation, Youth Football, Hockey and Soccer Coach. I have also volunteered for our local Meals on Wheels program, Friends of the Upper Mississippi Board, Mississippi River Wild Board, Friends of the USGS and Ducks Unlimited Chapter Boards. In most all of these organizations I have worked with people of all sorts and all different types of Wildlife. I have had the pleasure of working with wildlife and dog trainers. In my lifetime I have had 4 dogs and 2 cats that called me their human. My love of helping people and animals and my financial background make me a good fit for the De Lacy Family Foundation.

Sarah De Lacy is a native of La Crescent, Minnesota.  Sarah earned her Associate of Applied Science – Accounting degree from Western Technical College in 1996.  Sarah began her career in banking in 1994, and that career spanned 28 years and 5 financial institutions.  Sarah started as a part-time teller, and rose to the position of Vice President, Commercial Banker for the last several years of her banking career.  Sarah is a believer in community banking, and as such took community investment to heart.  Sarah has coached youth sports, served on dozens of local non-profit boards, and most recently in 2023 added pet therapy to her local volunteering efforts.

Sarah received a Jefferson Award for Public Service in April 2015. The Jefferson Awards are the highest and most prestigious honor recognizing public service in the United States.  She also completed a year-long servant leadership course in 2019.  Additionally Sarah has been recognized as a JA Hero by Junior Achievement of Wisconsin and Big Sister of the Year and Volunteer of the Year by Big Brothers Big Sisters of the 7 Rivers Region.  Sarah currently serves as President of Mississippi Valley Soccer Club, member of Church of the Crucifixion Finance Council, and chair of the City of La Crescent Economic Development Commission.

Sarah resides in La Crescent with her four children, Madeline, Alexander, Samuel, and Gabrielle, three cats Joey, Phoebe, and Chandler, and her therapy dog, Gunther.
